EJD held a webinar on the EU-Mercosur Trade Deal with Fundação Getulio Vargas, providing a balanced and insightful discussion with top experts from Brazil and the EU, offering diverse perspectives on the revised text focusing on its sustainability provisions.
The pannelists were our senior policy analyst, Cláudia Azevedo, and our researcher associate Colette van der Ven, Rodrigo Fagundes Cezar, Professor at the School of International Relations for FGV and Geraldo Vidigal, Professor in International Trade Law and Public International Law at the University of Amsterdam.
In her intervention, Cláudia Azevedo reminded the audience that the deal was still under legal review, with a Commission proposal expected by mid-2025. She outlined two main scenarios: a mixed agreement requiring unanimity in the Council and a full ratification by Parliament and the member states or, more likely, splitting the deal into a trade part needing only a qualified majority, like the EU-Chile deal. While opposition from countries like France and Poland is likely, support from Spain and Germany could influence the outcome, though it remains uncertain how member states will vote. The agreement will ultimately need approval by both the Council and Parliament.
