A defining year for the ocean: Why we need EU leadership for the High Seas

2025 marks a critical turning point for global ocean governance. With the upcoming United Nations Ocean Conference and the launch of the European Ocean Pact, the EU must lead by swiftly ratifying and operationalising the High Seas Treaty (BBNJ Agreement). This policy brief outlines how the EU can translate its ocean commitments into action—by aligning internal policies with international obligations, accelerating global ratifications, and shaping the Treaty’s implementation through inclusive governance and early conservation measures. The goal: to catalyse lasting protection for marine biodiversity and reinforce the EU's leadership in safeguarding the High Seas.
